Board Meeting was called to order @ 7:02 P.M. by President Jim.

Public Comment for Items NOT on the Agenda
Cheryl Chicky reported that a company is purchasing the Heritage Suites and is working with the other owners of the Heritage Drive access easement, as it comes in from Drummond Avenue, to fix the lights, paving, and landscaping
COMMITTEE REPORTS:
Architectural/Landscape – There are two approved applications pending. One is for trim repainting the existing color and the other is for some minor landscaping changes to the front yard. There are two applications, pending approval, one is for replacing a tree and adding a planter to the front yard and the other is for replacing a sidewalk that has been broken by a tree root.
Grounds Crew Project – Manager reported that the grounds crew has been using Ramon’s Safety Harness for the current tree trimming and pruning. The Board discussed the need for HVMCA to have their own Safety Gear– NTE $750.00. Eric Motioned; Cheryl 2nd; Unanimous. There are two diseased trees that need to be removed. One is north of the Clubhouse driveway and the other is on the south side of Stonebridge just before Meadowview. The Board discussed the proposed Hardscape on the NW side of Heritage Drive being added to the 02/16/12 Agenda. Replacing trees in the mow strip was discussed. Carol is to contact Dig USA regarding the replanting of trees in the Heritage Drive mow strip. Jim is going to send an email to the Fountains Board advising them of the planned hardscape on the westerly side of Heritage Drive abutting their condos. Ramon is to inform the Board where he thinks the ending point for the next phase of the hardscape should be. Per Ramon, the water soured for the mow strip on the east side of heritage Drive, between president Way & Washington Way, goes under the street and comes from the Fountains

OLD BUSINESS:
Development Agreement Status – Carol presented two documents of record that detail a maintenance agreement for Heritage Drive as it comes in from Drummond Avenue and showing that the perimeter fencing around the Heritage Hotel is owned by the hotel and is to be maintained by the hotel.
Color Palette for HVMCA Residences – Carol showed an example of a page that reflects a main color and choices of trim colors. There will be 6 base colors with trim options. Once the Color Book is finished it will available to be checked out by a resident prior to turning in an application to the Architect/Landscape Committee.
Meadowview Cul-de-Sac Status – Bertrand Enterprises submitted two bids for removing and replacing the south cul-de-sac on Meadowview. Manager is to contact Burtch for a bid. Where the moisture is coming from still needs TBD.
Pool Furniture – Manager is to continue research for suitable tables.
Security Alternatives Cost Report– Based on a security personnel cost estimate from TOSS having a Security Patrol @ $15.00 hour would be $20,000.00 to $30,000.00 per year. This would equate an increase in Association Dues of $6.00 to $9.00 per lot per month
Security Cameras –Jim is going to meet with Roberts on 02/03/12 and discuss options for upgrades and better lighting.
Sign Locations – There are going to be two sign posts at each entrance. The first sign will be the new entrance sign and a No Parking sign. The second sign will be the posted speed limit. Johnnie is concerned that the sign posts at the Mountain View entrance are too close to Ward Avenue. Johnnie is going to analyze current post locations recommend a different location for that entrance.
Stops/Stripes – The proposal on hand from Johnny Perez was reviewed. The Board is going to review the budget numbers for street repair.
NEW BUSINESS:
Budget Meeting - The 02/16/12 Board Meeting will be a Budget Meeting for FY2013. The Topic is to follow Public Comment.
Election Committee – Johnnie is going to chair. There also needs to be two resident members on the committee. Manager is going to contact a potential member and Johnnie is going to contact another.
MANAGERS REPORT:
Fountains utility cover is fixed. The street sweeper has notified the manager of his intention to sell the business to a local concerns. Bertrand submitted two bids for the Meadowview cul-de-sac. Manager was directed to get a bid from Burtch. The Board discussed recourse for renters that don’t follow the CC&R’s. When the treadmill arrives, manager is to check with the grounds crew for move-in. If they don’t have the proper equipment, then a moving company is to be contacted.
