HVMCA Landscaping Policy

It is desired that front yards be at least 50% lawn in accordance with the CC&R's.  However, in line with California Code 1353.8 under the Davis-Sterling Act, exceptions to this will be considered.  Any landscaping design that utilizes less than 50% lawn must be submitted to the Architecture Committee for assessment and recommendation followed by final approval by the HVMCA Board of Directors.  Guidelines include:  1) the landscaping plan must contain enough detail for assessment; 2) the landscaping plan should be aesthetically appealing; 3) it should incorporate sufficient, diverse, low water-using vegetation, such that there is a pleasing balance between hardscape and softscape 4) the vegetation should cover at least 50% of the front yard.   Final approval by the HVMCA Board of Directors must be granted before work begins. HVMCA retains the rights under Chapter III Section 1 of the CC&R's to enter any lot for the purpose of maintaining any front yard that does not maintain an attractive appearance, with the homeowner liable for costs incurred

To help the HVMCA board of directors properly assess any proposed landscaping modification, it is strongly recommended that the owner utilize a commercially available landscaping software program when presenting their plans to the architecture committee and the HVMCA board.
